Should Teachers Be Able To Make There Own Final Exam Or Should The State?

I think that teachers should be able to make there own final exams because if the county makes them then teachers don't get to know what to teach exactly. Like if teachers make the test they have experience with what there putting on the test. If they make it then they know what to teach before hand.
